Adapt plugins to the 4.0.0 base 
Rename SecretStore to SecretDatasource, since Store is reserved for the
Foundation set. Plugin operations take draft text from their caller, load
statistics through ProjectStatisticsUseCase, and build the tag index through
TagIndexService.
