Jason Monk 3dbc894801 Initial project scaffold: multi-module Android/Kotlin Gradle project

Sets up :app, :tunnel, :mcp-core, and :mcp-health modules with correct
inter-module dependencies, Kotlin 2.1, AGP 8.8, minSdk 29, and placeholder
source files.
