* fix(windows): stop the PDF preview pane from freezing Explorer, closes #6590

prevhost.exe calls preview handlers on an STA thread, and opening or
rendering a PDF there blocked on Windows.Data.Pdf async operations with
join(), which waits without pumping messages. The wait never ended, and
Explorer, whose window hosts the preview, hung with it.

Run the PDF work on a thread in the multithreaded apartment instead,
keeping the MTA alive so the opened document stays usable between page
turns.
