* docs(developers): document CI and release repository variables * docs(developers): scope the worker-cap claim and note the retry tradeoff Review feedback: state which Vitest invocations actually consume QWEN_CI_VITEST_MAX_WORKERS, soften the retry-masking absolute, and point at the workflow files as the source of truth for the defaults. * docs(developers): attribute each CI pin to the test that actually holds it Review feedback: release-workflow.test.js does not pin the release worker-cap expressions; package-scripts.test.js asserts the QWEN_CI_VITEST_MAX_WORKERS / ecs-qwen- expression, while release-workflow.test.js pins the release retry and timeout expressions. Name both files with their respective attributions. * test(ci): keep documented variable defaults aligned with workflows * test(ci): derive documented variables bidirectionally and fix web-shell scope note * docs(ci): clarify variable scope and guard documented defaults * fix(ci): format variable guard and clarify worker scope
