* feat(managed-agent): Safely settle recovery and continue sessions

Require original-input settlement, continuation readiness and completed cleanup before reopening a Managed Session. Add conservative recovery queries and rechecks, original-target cancellation, reload-safe operation tracking and editable bounded handoff drafts.

* test(managed-agent): Avoid initial fixture output backpressure

Capture the native generator output in a JUnit temporary file so waiting for its exit cannot fill an unread pipe. Preserve the 30-second deadline and all recovery assertions, and reap the generator when an assertion or interruption ends the wait.
