fix(core): align official DeepSeek with deepseek-flash vision and effort tiers (#15164) 
* fix(core): align official DeepSeek with deepseek-flash vision and effort tiers

The DeepSeek preset now offers deepseek-flash, the official V4.1 Flash name,
instead of the retired deepseek-v4-flash alias. deepseek-flash accepts image
input, so images are no longer replaced with an unsupported placeholder.

On the official Anthropic-compatible endpoint, low now passes through and
xhigh maps to high, matching DeepSeek's server-side mapping.

* docs(core): clarify which DeepSeek models the flash vision and effort notes cover
