Remove the expensive platform, real-Gateway, published-driver, dependency, and topology jobs at PR scope/manifest admission. Preserve current hourly, manual, and release-gate behavior, independent static checks, and mocked UI. Keep gate accounting aligned with final selection and document the later validation tiers and their after-merge detection tradeoff.
