* perf(gateway): measure outbound WebSocket event traffic Expose bounded per-event frame and raw-byte counters plus authenticated operator connection counts through the existing Prometheus and OpenTelemetry exporters. Reuse encoded byte lengths and aggregate diagnostics per event-loop turn. * fix(protocol): read the relocated Gateway event catalog * test(gateway): accept byte-backed event text in node fixtures * test(gateway): decode byte-backed PR event frames
