perf(sessions): skip unused reloads in raw persistence (#189663) 
Raw persistAsync returns the committed result without adopting a transcript view. Omit its unused reload request in both storage adapters while retaining reloads for adopting callers, write authority, and result flags. Cover encoded receipt growth and canonical storage at 16, 512, and 4096 entries. Follow-up to #189608.
