* perf(codex): avoid spawning Linux process inspection helpers

Read procfs asynchronously in the Gateway while retaining process identity, permission, byte-budget, and deadline checks. Remove the helper runtime and duplicate synchronous reader. Filesystem-pool saturation fails closed on deadline and recovers after release.

* fix(perf): retain fixed memory ballast for process inspection
