fix(update): give repair's Gateway restore the canonical startup allowance (#182146) 
Doctor's Gateway restoration after update repair waited only 60 s, while Windows start/restart already used the canonical startup allowance, so a healthy Scheduled Task Gateway was reported 'started but readiness was not verified'. The shared wait owner now uses the canonical allowance. Missing-target abandoned-update reconciliation already works on main (live proof: record acknowledged, original failure preserved, warning not repeated). Refs #170956. Thanks @Rene-F.
