fix(desktop): offer correction releases to the macOS Tauri updater (#180092) 
The macOS desktop updater omitted the calendar-version comparator, so Tauri treated numbered correction releases (X.Y.Z-N) as older prereleases and never offered them. Updater construction now has one owner that applies the shared comparator on every platform. Supersedes #177377, thanks @anmol0b.
