* fix: typecheck conditional CI watcher regression
Pass only each JSON line to JSON.parse, rather than Array.map index and array arguments. Reproduced the CI error with the owning root-scripts typecheck; that typecheck and the three CLI regressions now pass.

* test: migrate native PR waits to REST run fixtures
Keep the synthetic run response aligned with the conditional CI reader: include run/head identity, retain scheduled completion and main-movement behavior, and accept the fixture and existing CLI-default repository aliases. The hosted wait and post-CI main refresh regressions now pass without extending production timeouts.

Keep the common-path ownership map, execution gotchas, and safety boundaries in the scripts guide. Move detailed preparation, transport, remote-gate, admission, and recovery contracts into seven navigable references. Preserve the execution-gotchas anchor and align proof guidance with focused local checks and broad PR CI.
Validation: docs formatting, Markdown lint, internal links, scoped path/anchor checks, and independent preservation autoreview passed.
