Sukchan Lee b0edf54efc tests: scope expected error log suppression to individual checks 
Suppress expected diagnostics around individual test calls instead of
muting entire suites. Preserve FATAL messages and debug/trace output,
and restore the original log level before continuing.

Initialize unit-test log domains before applying command-line options
and remove redundant overrides that reset the configured log levels.
