sbi: defer HTTP/2 sends until receive callbacks return 
Sending from an nghttp2 receive callback can reenter nghttp2 and remove
the session while nghttp2_session_mem_recv() is still using it.

Defer sends until receiving returns and handle send failures there.
Preserve queued error responses for rejected requests, ignore remaining
input, and retain error-level diagnostics.
