Chmouel Boudjnah 1fe3adf842 fix: widen CI timing bound in seed performance test 
The 250ms per-query bound was tight enough to flake on loaded shared
runners (287ms observed), even though absolute query time is still
well within acceptable range. Raised to 500ms.
