Anthropic sends tool_choice as an object. The Anthropic branch passed it
through to the chat path, which treats any object as a named tool. With
{"type":"auto"} the model was never asked whether a tool is needed: a
single tool was always called, and with several tools none was. With
{"type":"any"} and several tools, no tool was called at all.
Map auto, any and none to the OpenAI strings before delegating.
{"type":"tool","name":...} already works and is left alone.
