Support Open WebUI 0.12.3 servers without the version warning (#850) 
The vendored Open WebUI source already points at the v0.12.3 release, and
the newest server version Conduit accepts without a compatibility warning
now rises from 0.12.2 to 0.12.3. Servers newer than 0.12.3 still see the
warning, and 0.11 and 0.12.0 through 0.12.2 servers stay supported.

Reading Conduit against the v0.12.2 to v0.12.3 changes found nothing it
consumes that broke. The new workspace search, encrypted channel chats and
chat presence events are not used by Conduit, and the changed thread
paging, regenerate rules, fork and clone ownership, chat import tags and
in-progress reply snapshots stay compatible with how Conduit calls them.
