Alessandro 3400beccac Hide disabled capabilities from system prompts 
Move configurable tool and delegation guidance out of always-on and profile prompts so policy-filtered tool prompts remain the source of truth. Gate live Browser context by profile policy and add regression coverage across bundled profiles.
