Alessandro 35376ac053 Suppress tooltips on devices without hover support 
Cancel Bootstrap tooltip opening when the device reports hover: none,
preventing touch-generated hover events from leaving tooltips over tapped
controls. Keep title normalization, desktop hover, and keyboard activation
intact, and remove the event listener during store cleanup.

Add a browser regression covering touch taps, programmatic tooltip opening,
mouse hover, and keyboard activation. The regression and a live mobile
settings open/close check pass without lingering tooltips.
