The sidebar header panel, notification toggle, project selector, and right canvas rail each used their own background, border radius, and hover treatment, so the floating surfaces looked inconsistent and the project selector sat taller than the notification bell. Introduce the shared --color-surface-translucent token derived from the chat background, apply it to all four surfaces with a common border and 8px radius, pin the selector to the bell 36px height, and unify the bell hover with the primary-tinted hover used elsewhere.
