Hide Copy on notifications with action buttons 
Hide the Copy row whenever a toast's rendered content contains a button,
while keeping Copy on text-only messages as their content changes.

Cover reload, update, OAuth reconnect, and agent-test notices in desktop
and mobile browser regressions, and document the shared rendering rule.

Validation: seven focused notification and download tests passed, plus a
live WebUI check of all four action notices and a text-only error.
