Parman Mohammadalizadeh d312c11792 fix(release): refuse to publish a prerelease desktop version 
updater.ts sets allowPrerelease, so a published X.Y.Z-suffix release is
offered to every installed app. The Resolve version step now fails when the
run would publish (a tag push, or a dispatch with publish: always) and the
version has a suffix. bump-version.sh refuses one before writing anything.
The publish: never dry run with 0.0.0-test still works.
